Overview
The Royal Oman Police (ROP) grants a work visa at the request, and on the responsibility, of an employer to a foreigner coming to Oman for employment.
Unless the worker is invited by a government organisation, a labour permit from the Ministry of Labour is needed first. The visa must match that permit: same gender and same occupation.
The labour permit and the work visa are separate. One authorises the employer to hire for a role; the other lets you enter and stay to do it.

Eligibility
Work visa
- You must be at least 21 years old.
- Your sponsor must be a local sponsor with full legal competence.
- Your gender must match the one stated in the labour permit.
- The occupation in the visa application must be the same as in the labour permit.
- Your passport must be valid for at least 6 months.
- Indian nationals must provide a medical certificate attested by Oman’s Ministry of Health.
- Some occupations, such as teaching, medical and media roles, need approval from the relevant organisation.
Job offer and sponsorship
A job offer and a sponsoring employer are essential: the visa is issued on the employer’s responsibility and cannot be requested by the worker.
The only stated exception to the labour permit is a foreigner invited by a government organisation.

Work visa applications fail most often when it is unclear who is responsible for which step. This is how the duties are split.
What the employer does
- Obtain the labour permit from the Ministry of Labour.
- Apply for the work visa through the Royal Oman Police.
- Make sure the occupation and details match the labour permit.
- Renew the visa on time; the ROP lists a monthly fine for delays in renewal.
What you do
- Provide a passport valid for at least 6 months and photographs.
- Complete the medical examination and have the certificate attested.
- Hold any professional approval your occupation needs.
- For ECR passports: get emigration clearance in India before departure.

How to apply
Accept a job offer from an employer in Oman.
The employer obtains a labour permit for your role from the Ministry of Labour.
Complete the medical examination required for Indian nationals and have the certificate attested.
The employer submits the work visa application to the Royal Oman Police with your passport copy, photograph, labour permit and medical report.
If your passport carries an Emigration Check Required (ECR) endorsement, obtain emigration clearance from the Protector of Emigrants through India’s eMigrate system before you fly. This applies to employment in all 18 ECR countries, which include Oman.
Travel to Oman and have the visa stamped. The two-year validity runs from the date of stamping.

The online visa step is quick, but the labour permit, medical attestation and travel take longer and are not timed officially.

Family and job changes
Dependants
Oman has a family joining visa for the family of residents. The Royal Oman Police page did not show its conditions, so confirm the requirements with the ROP before you apply.
Changing employers
The work visa is issued on the responsibility of a named sponsor and must match that sponsor’s labour permit. Changing employer therefore needs a new labour permit and visa arrangement through the new sponsor. Confirm the current procedure with the Ministry of Labour.
Common mistakes
- Applying when you are under 21.
- A job title in the visa application that differs from the labour permit.
- Travelling without the attested medical certificate.
- A passport with less than 6 months of validity.
- Leaving India without emigration clearance when your passport has an ECR endorsement.
- Entering on a tourist visa and working.
